The relevant matters are hereby notified as follows:

  First, in the spirit of being highly responsible for people’s life safety and health, we will unswervingly do a good job in prevention and control.

  The prevention and control of pneumonia in novel coronavirus (hereinafter referred to as the prevention and control work) in this Municipality should resolutely implement the spirit of the important instructions of the Supreme Leader General Secretary and the instructions of Premier Li Keqiang, put people’s life safety and physical health first, fully understand the complexity and seriousness of the epidemic prevention and control situation, adhere to scientific disposal according to law, openness and transparency, joint prevention and control, safety and efficiency, standardization and order, and earnestly fulfill territorial responsibility, departmental responsibility, unit responsibility and personal responsibility under the unified leadership of the municipal party committee and municipal government.

  Two, the implementation of the "four responsibilities", to ensure that the prevention and control work is solid and effective.

Neighborhood (village) committees shall actively carry out disease prevention publicity and education and health tips for community personnel as required; Organize community personnel to participate in infectious disease prevention and control activities; Collect and submit relevant information; Cooperate with relevant departments to provide service guarantee for home observation personnel. Disease prevention and control institutions shall guide community health service institutions to implement community prevention and control measures and monitor the health of community personnel with the cooperation of neighborhood (village) committees.   (two) the implementation of departmental responsibilities, strengthen industry and system management.

  The relevant government departments shall, in accordance with their respective responsibilities, earnestly do a good job in the prevention and control of their own industries and systems.

  Health departments should strengthen prevention and control coordination and supervision and law enforcement in accordance with the Law of People’s Republic of China (PRC) on the Prevention and Control of Infectious Diseases and other laws and regulations, and urge and inspect disease prevention and control institutions to carry out epidemic monitoring, judgment, reporting and prevention and control; Supervise and guide medical and health institutions to carry out epidemic prevention and control, medical treatment, sample collection and information submission; Continue to make preparations for backup hospitals, do a good job in purchasing and storing prevention and control materials to ensure that the needs of medical treatment are met; Organize technical forces to give guidance and support to the publicity, education and prevention and control work carried out by relevant departments and units.

  The education department is responsible for the industry management of the prevention and control work of schools, preschool education institutions and education and training institutions at all levels in the city, and deploy and implement various prevention and control measures to prevent the spread of pneumonia infected by novel coronavirus in schools, preschool education institutions and education and training institutions. Assist and cooperate with disease prevention and control institutions to do a good job in epidemiological investigation of the city’s education system and follow-up management of close contacts.

  Commerce, drug administration and other departments are responsible for the supply of health and epidemic prevention supplies and daily necessities related to epidemic prevention and control to maintain market stability. The market supervision department is responsible for the price enforcement of materials supply, and finds and investigates illegal acts such as spreading price increase information, hoarding and price fraud; Intensify the enforcement of on-site slaughter and illegal sale of livestock, poultry and wild animals. Agriculture, rural areas and landscaping departments are responsible for monitoring the epidemic situation of livestock, poultry and wild animals. The transportation department takes the lead in organizing the epidemic prevention and control of people and means of transport entering and leaving the city by railway, aviation and highway. Ecological environment, urban management, civil affairs and other departments should do a good job in prevention and control according to their respective responsibilities.

  (3) Strengthen the responsibility of units and improve the prevention and control mechanism of social units.

  Organs, social organizations, enterprises, institutions and other organizations within the administrative area of this Municipality should establish and improve the responsibility system and management system for prevention and control, equip them with necessary protective articles and facilities, carry out publicity and education, implement various prevention and control measures proposed by health departments and industry authorities, strengthen the health monitoring of their own personnel, and urge those who return to Beijing from the epidemic area to observe at home for 14 days to prevent the spread of pneumonia infected in novel coronavirus. Report the abnormal situation in time and take corresponding prevention and control measures as required.

  Transport operators such as airlines, railways, long-distance passenger transport and highway checkpoints in Beijing should register the names, sources, places of residence in Beijing, contact information and other information of people from areas where the epidemic occurred. Relevant personnel shall cooperate and truthfully provide relevant information.

  Operators and managers of hotels, restaurants, hotels, cultural and entertainment places, business units, public transport and other public places or other crowded places shall implement disinfection, ventilation and other prevention and control measures in public places and crowded places, and remind people who enter public places and other crowded places and publicize and educate them on prevention and control knowledge. Construction units should strengthen the prevention and control management of the living places of construction workers, implement prevention and control measures, and strictly register personnel.

  Hotels, hotels and other business units that provide accommodation services shall truthfully register the information such as the name, place of origin and contact information of passengers, provide morning and evening temperature monitoring services for passengers, report to the local disease prevention and control institutions in a timely manner when finding abnormal situations, and take corresponding prevention and control measures in accordance with the guidance of the local disease prevention and control institutions; Conditional, to provide a separate dining area for people from the epidemic area.   (4) Standardizing individual prevention and control behaviors according to law and strengthening social responsibility.

  Any individual shall assist, cooperate and obey the prevention and control work organized by government departments in accordance with the provisions of the Law of People’s Republic of China (PRC) on the Prevention and Control of Infectious Diseases, do a good job in self-protection, accept the prevention and control measures such as investigation, sample collection, detection and isolation treatment of infectious diseases by disease prevention and control institutions and medical and health institutions according to law, and truthfully provide relevant information.

  People who return to Beijing from the epidemic area shall observe their health status at home for 14 days as required, report their health status to their units or neighborhood (village) committees daily, cooperate with the service management of neighborhood offices, township governments and community health service institutions, and cooperate with medical staff to follow up their own health status or make telephone inquiries. People who come to Beijing from the epidemic area should take the initiative to receive body temperature monitoring or conduct their own body temperature monitoring every morning and evening within 14 days of their arrival in Beijing, so as to minimize and avoid taking public transportation and entering and leaving public places; Wear a mask when going out to strengthen personal protection. When the above-mentioned personnel have symptoms such as fever, fatigue, dry cough, etc., they should immediately go to the fever clinic of the nearest medical and health institution for treatment, and cooperate with the medical staff to inquire about their own health and other conditions.

  Suspected patients, confirmed patients and close contacts infected with pneumonia in novel coronavirus should cooperate with health departments, disease prevention and control institutions and medical and health institutions for investigation, isolation treatment and home observation in accordance with the Law of People’s Republic of China (PRC) on the Prevention and Control of Infectious Diseases and the requirements of relevant prevention and control programs; Those who refuse to cooperate shall be dealt with according to law.

  Third, strict prevention and control management, the implementation of accountability

  Governments at all levels and government departments should further improve their political stance, enhance their awareness of the overall situation and bottom line thinking, and, in accordance with the unified arrangements of the whole city, do their own duties, be responsible for guarding the soil, do their best to do a good job in epidemic prevention and control, arrange emergency duty for epidemic prevention and control, ensure that personnel are in place and information is smooth, strictly implement the reporting system, and do not conceal, delay or make false reports. Those who fail to perform their duties, perform their duties improperly or perform their duties illegally in epidemic prevention and control shall be investigated for the responsibility of relevant personnel according to law.

Action plan to strengthen the care and protection of migrant children

I. General requirements

(1) Guiding ideology.

(2) Basic principles.

Adhere to children first. Give full consideration to the special interests of children in all work, regard children as the object of priority protection and service, adhere to the priority planning of public utilities, the priority benefit of public services, and the priority protection of public resources, and regard migrant children as the service focus, so as to promote the all-round development of migrant children and make their rights and interests more secure, their lives more brilliant and happier.

Adhere to overall planning. Give full play to the role of the government, schools, families, communities and society, establish and improve the coordination mechanism of multi-sectoral work, make overall use of all kinds of resources to promote the implementation of the work, persist in making a thorough investigation, establish a ledger, practice and explore, sum up experience, and continuously improve the quality of care and protection.

Adhere to fairness and accessibility. Improve the protection measures for migrant children, strengthen care services, continuously narrow the gap between migrant children and registered children in the supply of public services, and promote migrant children to enjoy fairer, more convenient and better services in their places of residence.

On the basis of effectively solving the key and difficult problems of care and protection for migrant children, we will continue to improve laws, regulations and policy documents, continue to promote the policy of equal access to public services for migrant children, and continuously promote the high-quality development of care and protection for migrant children.

(3) Work objectives.

By 2026, the relevant policies and systems for migrant children will be more optimized and improved, the care service will be more accurate and effective, the measures to benefit the people in key areas will be more equal and balanced, the children’s information account will be more accurate, the grassroots foundation will be more solid, and the overall level of care and protection for migrant children will be significantly improved. By 2035, the care and protection of migrant children has achieved remarkable results, the care and protection system is comprehensive and sound, the supply of basic public services is more equal and high-quality, and the rights and interests of migrant children’s physical and mental health development are fully guaranteed.

Second, carry out monitoring and arranging, and establish information ledger

(4) Accurate monitoring of mopping.All localities should conscientiously organize and carry out the monitoring and mopping-up of migrant children, and include minors who leave their domicile with their parents or other guardians, live or live in different places across counties for more than 6 months and under the age of 16 in the monitoring and mopping-up of migrant children (except for those living or living in different places between municipal districts in the central city). Where conditions permit, files of key care clients can be established, file management can be strengthened, and information security can be ensured. (6) Building a big data platform.The civil affairs department and relevant departments will strengthen data comparison and sharing, promote the realization of data analysis and application functions of migrant children and left-behind children, gradually realize dynamic monitoring of data such as migrant children, timely grasp the situation of migrant children, and follow up and provide services in a timely manner. Where conditions permit, we should use the big data function to realize the functions of information push and comparative analysis of migrant children’s data between the place of residence and the place of household registration, explore the establishment of a comprehensive service platform for migrant children, and improve the digital and intelligent level of care and protection for migrant children.(The Ministry of Civil Affairs, the Ministry of Education, the Ministry of Public Security, the National Bureau of Statistics and the National Medical Insurance Bureau are responsible for the division of responsibilities)

Third, improve the system and measures to improve the level of protection

(7) Optimize the implementation of the education security policy.Local education departments promote the establishment of a basic public education service supply mechanism that is coordinated with the change of permanent population, and allocate educational resources according to the actual service population. Optimize the supply of inclusive preschool education resources, implement the standard of public funds per student in public parks and the subsidy standard of inclusive private parks, and promote migrant children to enter the kindergarten nearby. We will further implement the schooling policy of "taking residence permit as the main basis" in the compulsory education stage, and give full consideration to the special difficulties of migrant children in optimizing the distribution of compulsory education resources, promoting the balanced development of compulsory education and subsidizing students with financial difficulties. Local medical insurance departments should continue to promote migrant children to participate in residents’ medical insurance work with residence permits, implement medical settlement in different places, and ensure the medical security rights of insured children. 1. What is the background of launching a comprehensive digital electronic invoice pilot?

In order to implement the "Opinions on Further Deepening the Reform of Tax Collection and Management" issued by the Central Office and the State Council, comprehensively promote the digital upgrade and intelligent transformation of tax collection and management, and reduce the cost of collection and payment, State Taxation Administration of The People’s Republic of China has built a national unified electronic invoice service platform. Since December 1, 2021, State Taxation Administration of The People’s Republic of China has carried out a comprehensive digital electronic invoice pilot project in Guangdong Province (excluding Shenzhen, the same below), Inner Mongolia Autonomous Region and Shanghai (hereinafter referred to as the "pilot area"), and the system runs smoothly.

In order to further promote the comprehensive digital electronic invoice pilot work, with the consent of State Taxation Administration of The People’s Republic of China, from July 18, 2022, Anhui taxpayers will only accept invoices issued by some taxpayers in the pilot areas through the electronic invoice service platform.

2. What are the face information of all-electric invoices?

The face information of all-electric invoice includes basic content and specific content.

The basic contents mainly include: QR code, invoice number, invoice date, buyer’s information, seller’s information, project name, specifications, unit, quantity, unit price, amount, tax rate/collection rate, tax amount, total, total price and tax (in words and figures), remarks and drawer. The invoice number of the all-electric invoice is 20 digits, of which, the 1st-2nd digits represent the last two digits of the Gregorian calendar year, the 3rd-4th digits represent the administrative division codes of provinces, autonomous regions, municipalities directly under the Central Government and cities with separate plans, the 5th digit represents the information such as the issuing channels of all-electric invoices, and the 6th-20th digits represent the information such as sequence codes.

In order to meet the individual needs of taxpayers engaged in specific industries, businesses with special taxable behaviors and specific application scenarios (hereinafter referred to as "specific business"), the tax authorities have designed corresponding specific contents in all-electric invoices according to the relevant provisions of current invoice issuance and specific business scenarios. Specific businesses include but are not limited to: rare earth, construction services, passenger transport services, cargo transport services, real estate sales, real estate business leasing services, agricultural product acquisition, photovoltaic acquisition, vehicle and vessel tax collection, self-produced agricultural product sales, differential taxation, etc. When obtaining all-electric invoices, taxpayers in Anhui Province can put forward specific business requirements to the drawer according to the actual business development situation, and the drawer will fill in the information in the invoice remarks and other columns as required in the specific content columns, further standardizing the invoice face content and facilitating the use of taxpayers in Anhui Province. The face of all-electric invoice for a specific business shows the corresponding information according to the specific content, and the words of this business type are displayed in the upper left corner of the face.

3. What are the advantages of using all-electric invoices?

(1) It is more convenient to use tickets.

The application of invoice data is richer. It is convenient for tax authorities to standardize the management of invoice data and lay a data foundation for providing taxpayers with tax declaration and pre-filling services.

The use of invoices meets individual business needs. All-electric invoice breaks the requirement of specific format, increases the data message format of XML to facilitate delivery, while retaining formats such as PDF and OFD, reducing the cost of invoice use and improving the convenience and acquisition of taxpayers’ tickets. All-electric invoice styles are displayed differently according to different businesses to provide taxpayers with better personalized services.

(2) Integration of recording and filing

The tax authorities will make and issue electronic invoice data specifications and national standards, realize the digital circulation of all-electric invoices, and further promote the informationization of accounting and financial management of enterprises and administrative institutions.

4. How do Anhui taxpayers receive invoices issued through the electronic invoice service platform? What types of invoices are included?

Taxpayers in Anhui Province can receive all-electric invoices with the words "special VAT invoice", all-electric invoices with the words "ordinary invoice", special paper VAT invoices (hereinafter referred to as "special paper invoices") and ordinary paper VAT invoices (folding tickets, hereinafter referred to as "ordinary paper invoices") issued by taxpayers in pilot areas through the electronic invoice service platform.

Anhui taxpayers can receive the above-mentioned invoices issued through the electronic invoice service platform through the comprehensive service platform for VAT invoices. In addition, all-electric invoices delivered by the seller by e-mail or QR code can also be obtained.

5. What is the difference between the paper special tickets and paper general tickets issued by taxpayers in Anhui Province through the electronic invoice service platform and those issued by the VAT invoice management system?

Taxpayers in Anhui Province have received paper special tickets and paper general tickets issued through the electronic invoice service platform, and their legal effects, basic uses and basic usage provisions are the same as those of the existing paper special tickets and paper general tickets. Compared with the existing paper-based special tickets and paper-based general tickets, the paper-based special tickets and paper-based general tickets issued by the electronic invoice service platform are different in that after the paper-based special tickets and paper-based general tickets are issued by the electronic invoice service platform, the password area of the paper-based special tickets and paper-based general tickets will no longer display the invoice ciphertext, but the password area will display the 20-digit invoice number given by the electronic invoice service platform and the website of the national VAT invoice inspection platform.

Six, Anhui taxpayers received invoices issued through the electronic invoice service platform, sales returns, billing errors, sales discounts, etc., and the drawer needs to issue red-ink invoices. What should I do?

(1) If the drawee has not confirmed the use and entered the account, the drawer shall fill out the Confirmation Sheet of Red-ink Invoice Information on the electronic invoice service platform (hereinafter referred to as the Confirmation Sheet, see Annex 2) and then issue a red-ink full electric invoice or a red-ink paper invoice without confirmation by the drawee. Among them, the Confirmation Sheet should be consistent with the corresponding blue-ink invoice information.

Example 1: In June 2022, Company I (the taxpayer who issues invoices through the electronic invoice service platform) provided design services for Company J (the taxpayer in Anhui Province). On June X, 2022, Company I has issued an all-electric invoice for Company J with the words "special VAT invoice". On June X, the service was terminated due to objective reasons. Before that, Company J did not confirm the use of the invoice and put it in the account, and Company I had to issue a full red-ink all-electric invoice.

Company I fills in and uploads the Confirmation Sheet through the electronic invoice service platform, without confirmation from Company J. After the system passes the automatic verification, Company I will issue a full red-letter full electric invoice based on the information of the confirmed confirmation sheet.

(2) If the drawee has confirmed the use or entered the account, the drawer shall fill out the Confirmation Sheet through the electronic invoice service platform or the drawee through the comprehensive service platform for value-added tax invoices. After confirmation by the other party, the drawer shall issue a red-ink invoice based on the Confirmation Sheet.

If the drawee has used the invoice for VAT declaration and deduction, it shall temporarily transfer it from the current input tax amount according to the VAT amount listed in the Confirmation Sheet, and after obtaining the red-ink invoice issued by the drawer, it shall be used as the accounting voucher together with the Confirmation Sheet.

Example 2: In June, 2022, Company N (the taxpayer who invoiced through the electronic invoice service platform) sold a batch of toys to Company P (the taxpayer in Anhui Province), and an all-electric invoice with the words "special VAT invoice" was issued, and Company P confirmed its use. In July 2022, it was found that the billing was wrong.

Case 1: The financial personnel of Company N fill out and upload the Confirmation Sheet through the electronic invoice service platform, select the reason and the corresponding blue-ink invoice information, and enter the amount and tax amount. After the financial personnel of Company P complete the confirmation through the comprehensive service platform of VAT invoice within 72 hours, the financial personnel of Company N will issue a red-letter all-electric invoice accordingly.

Case 2: The financial personnel of Company P fill out and upload the Confirmation Sheet through the VAT invoice comprehensive service platform, select the reason and the corresponding blue-ink invoice information, and enter the amount and tax amount. N Company’s financial personnel will issue a red-letter all-electric invoice after completing the confirmation through the electronic invoice service platform within 72 hours.

(3) If all-electric invoices or paper invoices issued by the pilot taxpayers through the electronic invoice service platform have been used to apply for export tax refund or tax refund on behalf of the taxpayers, red-ink invoices are temporarily not allowed to be issued.

7. What types of invoices can Anhui taxpayers obtain for use confirmation? What channels are used for confirmation?

Taxpayers in Anhui Province continue to log on to the VAT invoice comprehensive service platform to use the relevant VAT deduction voucher functions, and obtain VAT deduction vouchers such as all-electric invoices with the words "special VAT invoices", all-electric invoices with the words "ordinary invoices", paper special tickets and paper general tickets issued through the electronic invoice service platform. If they need to be used to declare the deduction of VAT input tax or apply for export tax refund or tax refund on behalf of others, they should confirm their use through the VAT invoice comprehensive service platform according to regulations.

8. Through what channels can Anhui taxpayers check the information of all-electric invoices?

Anhui taxpayers can check the information of all-electric invoices through the national VAT invoice inspection platform (https://inv-veri.chinatax.gov.cn).

9. What matters should be paid attention to when taxpayers in Anhui Province obtain all-electric invoice reimbursement for filing?

Taxpayers who obtain reimbursement of all-electric invoices for filing shall follow the relevant provisions of the Notice of the Ministry of Finance and the National Archives Bureau on Regulating the Filing of Electronic Accounting Vouchers (No.6 [2020] of the Ministry of Finance, hereinafter referred to as the Notice) and the Measures for the Administration of Accounting Archives (Order No.79 of the Ministry of Finance and the National Archives Bureau).

In August, CPI is still in the second era, and the increase in pork prices is difficult to cause the overall price increase.

On September 10th, the National Bureau of Statistics released the national CPI (Consumer Price Index) in August, among which the data related to pork price was concerned by the market. On the same day, the Beijing News reporter visited a vegetable market near the Second Ring Road in the southwest and found that the price of lean pork was about 25 yuan/kg, while the price of pork ribs was about 32 yuan/kg.

The data shows that from the ring comparison, the CPI rose by 0.7%, with an increase of 0.3 percentage points over the previous month, while the price of pork rose by 23.1% due to tight supply, with an increase of 15.3 percentage points over the previous month, which affected the CPI increase by about 0.62 percentage points. From a year-on-year perspective, CPI rose by 2.8%, the same as last month, while pork prices rose by 46.7%, an increase of 19.7 percentage points over last month.

Zhu Danpeng, a food industry analyst in China, said in an interview with the Beijing News today that the stock of live pigs in China has reached a historical low due to the African swine fever, and the supply of live pigs cannot meet the market demand, so the price of live pigs has risen. As one of the main food sources for residents, the price increase of pork has raised the whole food price.

Liu Yuanchun, vice-president of China Renmin University, said that the single factor of pork itself is difficult to cause the overall price increase, especially in the macro environment where the downward pressure on the economy is increasing.

It is noteworthy that in order to control the pork price increase, various ministries and local governments have recently taken a number of "real money and silver" hard measures. According to the incomplete statistics of the Beijing News reporter, up to now, many departments such as the National Development and Reform Commission, the Ministry of Finance, the Ministry of Commerce, the Ministry of Natural Resources, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, and China Banking and Insurance Regulatory Commission and other regulatory agencies have successively issued preferential policies related to the pig industry, covering financial support, breeding subsidies, transportation support and land use support.

Will the continuous rise in pork prices lead to an overall increase in prices?

It is difficult for a single factor to cause the overall price increase.

Judging from the data, pork prices are still rising in August. From the ring comparison, the supply of pork was tight, and the price rose by 23.1%, an increase of 15.3 percentage points over the previous month; From a year-on-year perspective, pork prices rose by 46.7%, an increase of 19.7 percentage points over the previous month.

The rise in pork prices is accompanied by consumers’ concerns about the overall price increase. In this regard, Liu Yuanchun said in an interview with the Beijing News reporter that the rise in pork prices was not only today, but also in China from 2006 to 2008 and around 2010.

Liu Yuanchun further analyzed that the rise of pig cycle and sudden factors including epidemic situation will lead to the rise of pork prices, but the single factor of pork itself is difficult to cause the overall price rise, especially in the macro environment where the downward pressure on the economy is increasing.

Liu Yuanchun stressed, "So the pork problem we are facing now is the pork problem, which has nothing to do with inflation. You don’t have to worry about inflation."

Many ministries and commissions have jointly taken measures to stabilize pig prices.

There is a one-time subsidy for new breeding pig farms, with a minimum of 500,000.

In order to control the rising price of pork, recently, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Commerce and other regulatory agencies, such as China Banking and Insurance Regulatory Commission, have successively issued preferential policies related to the pig industry, covering financial support, breeding subsidies, transportation support, land use support and other aspects.

Among them, there are still some support policies that come up with "real money and silver". For example, on September 9, the General Office of the National Development and Reform Commission and the General Office of the Ministry of Agriculture and Rural Affairs jointly issued the Notice on Doing a Good Job in the Investment Arrangement of Stabilizing Pig Production in the Central Budget, clearly stating that the investment in the Central Budget will provide one-time subsidies for the construction, renovation and expansion of breeding farms and large-scale pig farms (households) before the end of 2020, and the reconstruction of large-scale pig farms (households) in prohibited areas, mainly supporting the construction of large-scale pig farms and breeding farms, animal epidemic prevention, manure treatment and breeding environment control. According to the regulations, the proportion of central subsidy shall not exceed 30% of the total investment of the project in principle, with a minimum of 500,000 yuan and a maximum of 5 million yuan.

Pan Xiangdong, chief economist of New Era Securities, told the Beijing News reporter that the performance of aquaculture enterprises is still worrying this year due to the large loss of swine fever in Africa. "Therefore, the best way to avoid the continuous high price of pork at present is to restore production capacity as soon as possible, that is, to mobilize the enthusiasm of aquaculture enterprises to resume production. The policy issued by the National Development and Reform Commission and the Ministry of Agriculture and Rural Affairs is to encourage pig breeding through subsidies. With subsidies, farmers will lose less and have the enthusiasm to continue production."

It is noteworthy that China Banking and Insurance Regulatory Commission recently issued a relevant notice, saying that it will increase credit support. Banking financial institutions should further increase their support for the pig industry. For breeding pig farms (local pig breeding farms), pig scale farms and slaughtering and processing enterprises that meet the credit conditions but temporarily encounter operational difficulties, it is necessary to do a good job in related financial services, and it is not allowed to blindly limit loans, draw loans or cut off loans.

Pan Xiangdong told the Beijing News reporter that the recovery of pig production capacity needs a cycle. Although the pig price is high, due to the large loss of African swine fever, aquaculture enterprises have suffered serious losses. If financing support is not provided, the current piglet price will rise too fast, and there is no market for it, and the cost of resuming production is very high. At the same time, the outbreak of African swine fever and the resumption of production also bear risks, and it is difficult for aquaculture enterprises to get motivated to resume production. "Do a good job in related financial services, and don’t blindly limit loans, draw loans, and break loans, which is conducive to encouraging large-scale pig raising and suppressing the speed of pig production capacity reduction as much as possible."
