[Basis of Great Powers] Revitalize high-quality ecological resources and innovate rural governance model

　　The 19th National Congress of the Communist Party of China put forward the strategy of rural revitalization, in which industrial prosperity and ecological livability are important contents. The Opinions on Establishing and Perfecting the Mechanism for Realizing the Value of Ecological Products issued in April 2021 became the first programmatic document in China to implement the concept of "two mountains" at the level of institutional arrangement and practical operation. It can be seen that ecological governance and industrial development are two major strategic arrangements promoted by the country at the same time, which constitute two major themes of county governance. Ecological governance and industrial development are two key links in county governance. Ecological governance creates a sustainable environment for industrial development, and industrial development provides material guarantee for ecological governance. The coordination of the two is the inherent requirement of "ecological industrialization and industrial ecologicalization".

　　How to solve the contradiction between protection and development from the system and mechanism, innovate the rural governance model, optimize the guarantee mechanism of ecological governance and industrial development, revitalize high-quality ecological resources, give play to the resource agglomeration effect, and promote the realization of their common goals are the main problems to be solved in county governance. We should build an integrated service-oriented rural governance model from multiple dimensions, such as organization, talents, culture and social participation, and explore the relationship between grassroots party organizations, autonomous organizations, collective economic organizations and social organizations and the realization of the value of ecological products and the demand of rural industries. Through cooperation and linkage, we can reshape the structure, integrate functions and optimize mechanisms to achieve the goal of resource protection, value realization, coordinated development and effective rural governance.

　　Construct a cooperative organizational guarantee mechanism. According to their own governance characteristics, all localities should explore the integration of the roles and functions of grass-roots party organizations on village committees, collective economic organizations, social organizations, rural elites and villagers, build a multi-core organizational structure, realize the interactive pattern of political leadership, organizational optimization and power balance, and improve the modernization level of rural governance. At the same time, based on the role, function and interaction of multiple subjects, this paper discusses the mechanism of organic division of labor, orderly cooperation and integrated function realization from four aspects: organizational mobilization, interest coordination, equal cooperation and collaborative linkage. The key point is to improve the organizational capacity of the Party organization, with the goal of promoting the modernization of the county governance system and governance capacity, and at the same time taking into account the policy of party organization construction leading other organizations, organizational revitalization and promoting rural revitalization, and creating a model of coordinated development of ecological governance and industrial development.

　　Construct a collaborative talent introduction mechanism. "People" plays an important role in the coordinated implementation of county industrial development. Both industrial prosperity and ecological management need high-quality talents as support. Based on the integrated service-oriented rural governance model, all localities need to study and explore the influencing factors of "bringing in" and "staying" rural talents, returning talents and rural elites, and explore the path of rural talents gathering and engine function realization, so as to provide basic support for the sustainable supply of ecological products and industrial revitalization. First, it is necessary to establish a talent introduction mechanism that is coordinated with ecological governance and industrial development. Let more management talents, technical talents and innovative talents participate in the county governance, truly understand the talent demand, and optimize the treatment and welfare of the introduced talent team. Second, encourage high-level talents such as college graduates and researchers to return to their hometowns to start businesses and help the coordinated development of ecological governance and industrial development. Increase funding for talents or team leaders who strengthen high-quality projects in rural innovation and entrepreneurship industry chain and supply chain and carry out major innovative scientific research projects. At the same time, young talents such as college graduates and retired military personnel are encouraged to return to their hometowns for innovation and entrepreneurship. Create a set of "talent introduction — Talent retention — Talent officer "as one of the rural innovation and entrepreneurship environment, encourage more people returning to their hometowns to develop creative and effective green low-carbon new industries. Third, build leading talents and innovative teams in agricultural science and technology.County ecological management and industrial development are inseparable from science and technology. Therefore, it is necessary to cultivate a group of leading talents and innovative teams with strategic innovative thinking, scientific and technological frontier and deep grasp of industrial development in the fields of green and low carbon, food security and smart agriculture, and at the same time with the ability to lead and win major scientific and technological research projects.

　　Construct a synergistic cultural action mechanism. Culture is the connotation of ecological civilization, and it is also the key factor to improve farmers’ scientific and technological level and production skills. Good cultural atmosphere plays an important role in the synergy between ecological governance and industrial development. On the one hand, the concept of ecological culture and ecological civilization is the soul of all aspects of economic and social development, and its role in county ecological governance is subtle and profound. On the other hand, culture itself is an important productive force resource and an important support to realize industrial prosperity. Through the development and market operation of rural unique cultural resources, it can promote its development into a characteristic green production industry and build a comprehensive development industrial system with the integration of three industries.

　　Construct a coordinated social participation mechanism. Establish a cooperative mechanism of ecological governance and industrial development in which society widely participates in ecological protection management, economic industrial chain construction and social supervision and management. First, establish and improve social investment and capital entry mechanisms. Taking industrial parks within the county as a platform and carrier, we will formulate social investment and donation systems and related supporting policies, extensively absorb enterprises, non-profit organizations and individuals to participate in ecological governance and industrial development, and encourage and support social capital to lead ecological restoration and governance blocks and projects. Second, optimize the layout of the economic industrial chain. Make full use of the social forces in governance, form a county-level industrial development pattern with complete industrial chain, reasonable industrial layout and close interest linkage, and open up an industrial channel with coordinated ecological governance and industrial development. Third, establish and improve a three-dimensional social supervision system. Improve the information disclosure mechanism of ecological and industrial collaborative governance and build a social participation platform to ensure the people’s right to know and supervise the collaborative governance information. Accept various forms of supervision and resolutely put an end to the industrial development model that sacrifices ecology.
