党的十八大以来，我国开始探索生态保护红线划定，厦门市包括军营村在内的大块区域被划入了生态红线，红线内各类造成污染的种植养殖开始清退，经济活动让位于生态涵养。

福建厦门市同安区生态环境局局长王和团介绍，红线是绝对不能开发的，不能有污染开发的。我们建立了生态补偿机制，通过其他（方式）来补偿退养，东西溪分成31个管控区进行分区管控、分区开发。
