In the process of cracking down on economic crimes, procuratorates at all levels pay great attention to relying on the strength of the masses. On March 18, 1988, the economic crime reporting center of Shenzhen Procuratorate of Guangdong Province was unveiled, creating the first reporting center of the national procuratorate, which is of symbolic significance in the reform of the procuratorial system. This move has been fully affirmed and supported by the leaders of the Supreme People’s Procuratorate.
The Supreme People’s Procuratorate is aware that the greatest advantage of reporting work is to organically combine the democratic supervision of citizens with the legal supervision of procuratorial organs, which is a powerful weapon for the people to fight corruption, bribery and other crimes, and also the main source and channel for procuratorial organs to investigate and deal with duty-related crimes committed by state personnel. Soon, the Supreme People’s Procuratorate quickly popularized this advanced experience in the national procuratorial organs.
On June 1, 1988, the Central Committee of the Communist Party of China clearly pointed out in the Notice on the Party and State Organs Must Maintain Integrity: "Report centers should be set up in supervisory organs and procuratorial organs at all levels to promptly expose state organs’ staff who use their positions to engage in bribery, corruption, tax evasion, tax refusal, misappropriation of public funds, selling state secrets and other violations of law and discipline."
In May 1991, the Supreme People’s Procuratorate promulgated the Provisions on Protecting Citizens’ Reporting Rights, and reporting clues have become the main source of investigating cases. In May 1994, the Interim Measures of the Supreme People’s Procuratorate for Rewarding and Reporting Meritorious Persons were adopted; In July 1996, the Provisions on Reporting by People’s Procuratorates was promulgated and implemented, which enhanced the transparency of reporting. In 2006, the Supreme People’s Procuratorate tried out the reception work of the next visit in 164 grass-roots procuratorates across the country, and explored a new way of reporting.
The establishment of the report system organically combines the special legal supervision of the state with the democratic supervision of citizens, and has become a powerful weapon and an important means for Chinese citizens to fight against duty crimes, and has also become the main source and channel for judicial organs to discover and master the clues of duty crimes.
