At the press conference, facing the questions raised by reporters, the key word given by Ma Linqing was "speeding up the examination and approval".
Ma Linqing introduced that the Provincial Market Supervision Bureau has set up a green channel, which specially handles the production of masks, disinfectant and other materials that are currently in short supply. As long as they meet the production conditions, they will complete the license procedures in the shortest time, and enterprises can start production immediately. At the same time, the provincial food and drug administration has implemented rapid examination and approval of all medical supplies and machinery needed for epidemic prevention and control to help enterprises put into production as soon as possible.
Up to now, 15 medical surgical masks and other products have been quickly approved in our province, 2 medical surgical masks have been newly registered, the legal effect of the registration certificate of protective medical devices of one enterprise has been restored, 3 production licenses have been added, and the production capacity of epidemic prevention materials has increased rapidly.
At the same time, in order to ensure the customs clearance of overseas imported donated protective articles as soon as possible, the Provincial Market Supervision Bureau has assigned a special person to work in the customs to do a good job in identifying and accepting imported medical protective materials and checking special vehicles such as negative pressure ambulances to ensure the customs clearance of materials as soon as possible.
2. Stabilize prices: those who drive up prices will be severely punished as soon as possible.
After the outbreak, the price of epidemic protection products and people’s daily necessities has become a hot spot of social concern. How to stabilize prices and make the "high-priced cabbage" incident not happen again?
Lei Shengyun, member of the Party Group of the Provincial Market Supervision Bureau and secretary of the Party Group of the Provincial Drug Supervision Bureau, said that the market supervision department organized law enforcement personnel to strictly supervise the prices of daily necessities such as grain, oil, meat, vegetables, milk and eggs, as well as protective equipment such as masks and disinfectant. The province’s 12315 work platform remains open 24 hours a day, actively accepting all kinds of complaints, reports and consultations. From January 23rd to February 4th, the province investigated and dealt with 432 cases of price violations, and punished 199 cases on the spot. Based on the principle of top punishment, it played a deterrent role in price gouging.
"At present, with the massive return of urban population, there will be a second peak of post-holiday consumer goods procurement, which is prone to price fluctuations." Lei Shengyun said that the market supervision department will continue to strengthen supervision over the prices of epidemic prevention supplies and daily necessities, and crack down on illegal acts such as price gouging, price collusion and disguised price hikes in strict accordance with the law, so as to effectively maintain market order.
3. Use with confidence: carry out quality control on medical equipment manufacturers one by one.
There is a shortage of epidemic prevention supplies such as masks. Many people are worried that the quality of these masks produced by working overtime can be guaranteed.
"Radish should be washed clean no matter how fast it is." Su Qichao, deputy director of the Provincial Drug Administration, said that after the announcement of the first-level emergency response to major public health emergencies in our province, the Provincial Food and Drug Administration organized a number of inspection teams to go to Zhengzhou, Pingdingshan, Xinxiang, Changyuan, hua county and other cities and counties with concentrated production enterprises and large output, and carried out quality management system inspection on the machinery manufacturers for epidemic prevention and control one by one, focusing on the key links such as raw materials, personnel, quality control in production process and factory inspection, requiring enterprises to strictly control quality.
The data show that the market supervision department of the whole province has dispatched more than 20,000 law enforcement personnel and inspected nearly 20,000 business premises. Up to now, 15 cases of producing fake and shoddy masks have been investigated and a number of fake and shoddy medical masks, surgical gowns and other products have been seized.
"In the next step, we will step up supervision and inspection of key production enterprises, and find and investigate those illegal and criminal acts that make and sell fake goods and harm the people. We will never tolerate them or be soft." Su Qichao said.
4. Eat with peace of mind: It is strictly forbidden for catering practitioners to take sickness or take up their posts before the quarantine period expires.
During the epidemic prevention and control period, how to further ensure the quality and safety of ordinary people’s "rice bags", "vegetable baskets" and "fruit plates" so that the masses can eat with peace of mind?
Wang Jianfang, food safety director of the Provincial Market Supervision Bureau, revealed that in order to strengthen food safety supervision, in January this year, our province conducted intensive sampling inspection, and arranged a total of 6,289 batches of provincial food supervision and sampling inspection, with an overall pass rate of 98.7%. The food safety situation in the province is generally improving.
After returning to work, the task of food safety supervision is even heavier. Wang Jianfang said that market supervision departments at all levels are conducting supervision and inspection on catering operators who are open for business. It is strictly forbidden for employees to take up their posts when they are sick or the isolation period is not full.
