The Ministry of Agriculture and Rural Affairs and other six departments jointly issued the ＂14 th Five-Year Plan＂ National Agricultural Green Development Plan.

　　CCTV News:Recently, the Ministry of Agriculture and Rural Affairs, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Natural Resources, the Ministry of Ecology and Environment, and National Forestry and Grassland Administration jointly issued the National Agricultural Green Development Plan during the 14th Five-Year Plan (hereinafter referred to as the Plan). This is the first special plan for agricultural green development in China, which makes systematic arrangements and specific arrangements for agricultural green development during the 14 th Five-Year Plan.

　　According to reports, in recent years, the Ministry of Agriculture and Rural Affairs, together with relevant departments, has taken green development as an important guide to implement the rural revitalization strategy, innovated work ideas, strengthened work measures, and changed the mode of agricultural development. The green development of agriculture has made remarkable progress. On the whole, however, the green development of agriculture is still in its infancy, and it is necessary to intensify efforts to promote the comprehensive green transformation of agricultural development. With high-quality development as the theme, deepening the structural reform of agricultural supply side as the main line, and focusing on building a green and low-carbon circular agricultural industrial system, the Plan has made systematic arrangements for the green development of agriculture during the 14 th Five-Year Plan period. By 2025, we will strive to achieve a significant improvement in the utilization level of agricultural resources, the environmental quality of the producing areas, the agricultural ecosystem, the supply of green products, and the ability to reduce emissions and fix carbon.

　　It is reported that the Plan has three characteristics:First, thoroughly implement the supreme leader’s ecological civilization thought.The "Planning" runs through the ecological civilization thought of the supreme leader in all fields, links and aspects of agricultural green development, and refines it into specific work ideas and key tasks, with one measure being implemented and one region being promoted.The second is to focus on key areas and weak links of green development.It is proposed to strengthen the protection and utilization of agricultural resources, strengthen the prevention and control of agricultural non-point source pollution, strengthen the protection and restoration of agricultural ecology, and build a green and low-carbon agricultural industrial chain.The third is to strengthen the two kinetic energy of science and technology and system.Aiming at the two major constraints of science and technology and policy, the Plan proposes to strengthen the kinetic energy of science and technology and the kinetic energy of the system. On the one hand, improve the green technology innovation system and strengthen the scientific and technological kinetic energy of agricultural green development. On the other hand, improve the system and mechanism to enhance the institutional kinetic energy of agricultural green development.
