Culture is the soul of a country and a nation, and science and technology are the primary productive forces. The organic integration and two-way empowerment of the two is a major strategic issue to continue the Chinese context and enhance the core competitiveness of the country. Starting from the overall height of comprehensively promoting the construction of a strong country and the great cause of national rejuvenation with Chinese modernization, General Secretary of the Supreme Leader scientifically coordinated the construction of a strong cultural country and promoted the self-reliance and self-improvement of high-level science and technology, and put forward a major proposition of the times, which provided scientific guidance for Hunan to explore the road of deep integration and development of culture and technology.
The integration of culture and science and technology is an important force to promote the progress of human civilization. From "lead and fire" to promote the rapid development of books, newspapers and periodicals, to "light and electricity" to promote the prosperity and development of radio and television, every great integration of culture and technology in history has brought great development and leap of human society. With the new round of scientific and technological revolution and the accelerated evolution of industrial transformation, the wave of cultural and technological integration characterized by digitalization, networking and intelligence has swept the world and has increasingly become the strategic commanding height of competition among big countries. In the past 20 years, cultural and scientific industries have been one of the most active areas of venture capital. In 2023, six of the top ten emerging technologies in the world belong to "culture+technology" integration technology, and seven of the top ten listed companies in the world are cultural and technological enterprises. At present, Hunan is accelerating to build an important national advanced manufacturing highland, a scientific and technological innovation highland with core competitiveness, and a highland for reform and opening up in inland areas along the direction of the Supreme Leader General Secretary. Promoting the integration of culture and science and technology in Hunan is not only a strategic choice to grasp the general trend of development, but also the meaning of building "three highlands".
The integration of culture and science and technology is the inherent requirement of shouldering the cultural mission of the new era. To comprehensively promote the construction of a strong country and the great cause of national rejuvenation, we must shoulder the cultural mission of the new era. Exploring the effective mechanism of the integration of culture and science and technology, activating the excellent genes in Chinese traditional culture with modern science and technology and giving them new connotation of the times, and realizing the digital empowerment and information transformation of cultural construction are the inherent requirements for better shouldering the cultural mission of the new era. When the Supreme Leader visited Hunan in March last year, General Secretary encouraged us that "a long history and culture, a heavy revolutionary culture and an active modern culture are rich resources and a deep foundation for strengthening Hunan’s cultural soft power", and stressed that we should better shoulder the new cultural mission, inherit the historical culture, carry forward the revolutionary culture and develop the advanced socialist culture, so that Huxiang culture can achieve new development and present a new atmosphere in the new era. Promoting the integration of culture and science and technology is of great strategic significance for Hunan to further enhance its cultural soft power and better shoulder its cultural mission in the new era.

Both culture and technology are innovation-driven and knowledge-intensive. Focus on cultivating and expanding new cultural formats and transforming and upgrading traditional cultural formats. In 2024, the revenue of enterprises in the province’s audio-visual industry cluster exceeded 282.76 billion yuan, up 9.7% year-on-year. Based on the rich collection resources of Hunan Museum and the leading R&D capability of Hunan Radio and Television, we explored how to build an "online museum that doesn’t close for 24 hours", developed a digital cultural platform "Shanhai" APP, and completed the digital collection of 14,000 precious cultural relics in three months. Using digital technology, we will carry out rescue protection of ancient stone tablets and stone carvings such as the Wuxi stele forest in Yongzhou, and promote the activation and utilization of historical relics. Create a red research brand of "My Shaoshan Tour". Last year, Shaoshan received 1.335 million researchers and attracted nearly 13 million tourists from all sides. Promote the construction of Malanshan Translation Center, and the digital cultural trade such as film and television entertainment and copyright export created by science and technology is at the forefront of the country. On the other hand, transform and upgrade traditional cultural formats such as fireworks and ceramics. Liuyang City has developed a real-life fireworks show to promote the transformation and upgrading of the fireworks industry from "selling products" to "selling creativity", with a foreign market share of over 70%.Liling uses new materials and technologies to integrate regional culture, traditional culture and popular culture into ceramic design, and the export volume of daily-use porcelain ranks among the top in China.
Pay attention to the convergence of cutting-edge scientific and technological forces and strengthen key common technologies. Through the cooperation between the central government and the local government, the joint construction of the provincial government and the cooperation between schools and enterprises, the key laboratory of the Ministry of Culture and Tourism, the key laboratory of the State Administration of Radio and Television, and the Malanshan Audio and Video Laboratory will be laid out. We will improve the collaborative research mechanism of key common technologies in the cultural field, carry out scientific research in conjunction with China Academy of Sciences, implement "Top Ten Technical Research Projects" such as computing network construction and ultra-high-definition video algorithm, achieve technological breakthroughs such as independent GPU, 4K/8K ultra-high-definition video decoding chip, audio-visual multimedia vertical model, etc. The digital content production tool software products cover more than 200 countries and regions, and the cumulative users exceed 1.5 billion.
Pay attention to deepening the reform of the system and mechanism of cultural and scientific integration. Promote the management system reform of Malanshan Video Cultural and Creative Industrial Park in Changsha, and attract enterprises, talents and important scientific and technological forces from all over the country and the world to gather in Malanshan. At present, there are five listed cultural enterprises, two "Top 30 National Cultural Enterprises" enterprises, more than 180 cultural enterprises above designated size and nearly 60,000 talents in the audio and video industry. Deepen the reform of the system and mechanism of educational science and technology talents, adjust and optimize the layout of colleges and universities and the setting of disciplines and specialties, and promote the relevant colleges and universities to tilt their school-running resources to the emerging interdisciplinary and urgently needed disciplines in the field of cultural and scientific integration; Explore a new mode of joint education between schools and enterprises, and establish an enterprise-led deep integration mechanism in Industry-University-Research; Establish a venture capital fund for cultural and technological integration, improve the policy of innovation and entrepreneurship for college students, and attract college students from all over the country and even the world to come to Hunan to carry out innovation and entrepreneurship in the fields of cultural and technological integration. Explore the market-oriented allocation reform of data and other factors, attract the whole network to collect materials in Hunan in a market-oriented way, and turn massive data into valuable and tradable production factor resources.

Hunan always regards the cultural thought of the Supreme Leader and the spirit of the important speech and instructions of the General Secretary of the Supreme Leader on Hunan’s work as the fundamental guidelines for the integration of culture and science and technology, adheres to the combination of serving the "country’s greatest" and giving full play to Hunan’s advantages, and strives to explore new ways that can not only cultivate and develop new quality productive forces, but also seize the commanding heights of propaganda, ideology and culture, so as to ensure the correct political direction of the integration of culture and science and technology.
Adhere to integrity and innovation. For cultural construction, only by being upright can we not lose ourselves and our direction, and only by being innovative can we grasp and lead the times. The inherent attribute of culture is ideological attribute first, the products provided by culture are spiritual products first, and the values embodied by culture are social values first.
